Most of the time, the parent shareholders receive an implicit share of the IPO as the parent retains some significant % interest in the IPO. Sometimes, a portion of the IPO is actually accrued to parent company shares as a dividend.

Given the above, that is why the parent doesn't always feel the need to provide additional opportunities for acquiring low priced IPO shares directly.
