This was a week of volatile currency action. The week began
with Japanese currency intervention to stop the Dollar from
weakening versus the Yen. The stronger Yen could help attract
capital back to Japan, but their export based economy cannot
compete with weak regional currencies.

We have been looking for strengthening protectionist sentiments
in the U.S. as cheap imports flood the U.S. and put pressure on
the manufacturing sector. The threats made this week to insulate
the steel industry is likely the first of many steps away from
freer trade.

The big story this week was the devaluation of the Real by
Brazil. We have warned readers several times in past issues
that the IMF package would not save Brazil and that devaluation
was going to happen. Brazil has failed to deal with their
structural budget problems and the devaluation will only
hurt investor confidence in the region. With massive budget
deficits, capital flight, and sky high interest rates, Brazil
will likely lead Latin America into recession for 1999.
