There is an article on the front page of the Wall Street Journal which describes the problems that ATT is having in obtaining transfers of the TCI franchises in Portland, Seattle, San Francisco, Denver and Los Angeles. Portland has approved transfer only on condition the facilities are opened up to providers other than At Home. The other cities are considering the same. I know the Seattle City Council has them on the ropes because TCI failed to install their fiber-optic upgrade as promised so the TCI franchise could be cancelled outright. The problems ATT faces in obtaining these transfers is the legacy of TCIs broken promises.
