Well maybe the internet will change that .. if we are truly global maybe we can move to any exchange through an agency that acts as a go between .. imagine trading in Japan at 3am our time etc ... taking advantage of every market around the world. Money moving freely from market to market .. only the net could make it work.

No, you don't have to be a citizen if you open a cash account (not sure about margin) but you will be subject to applicable withholding tax (15% ?)
