The reason why Livingston resigned was that there emerged a big question mark on his election to the Speaker's position, as Jerry Falwell collected a motley crowd of 18 GOP House members (perhaps the only 18 of the 223 GOP Congressmen that have never "strayed"!) who said they will vote against him on the floor...

If Livingston were already elected, you would have seen a different ending to the story -- he would have shamelessly carried on, much like his colleagues, Hyde, Barr, Burton, Chenoweth (and some more to be added to the list soon) are doing.
