I am not sure, but I suspect it is like a frosting on the outer surface of the diamond, likely due to the rate of magma cooling. One of the interesting features about Snap Lake kimberlite is that it is not serpentinized (other than perhaps a thin sevage at the footwall and hanging wall contacts). The coating or overgrowth is removed in the cutting and polishing process. If it is heavy enough, a small window is cut or polished in the large gems to facilitate correct grading of the quality.
