In the Win95 install, if you tell the install to install to
(say) D:\Win95-3 it will do so, but you will also get
a directory C:\Win95-3 created on the C drive containing
a few files used in the early stages of the 95 boot. Just
what file I don't know.

If you only look at the C directory structure, this makes
it appear that the install has ignored you
and installed on C even though you told it to install on D.

However, once booted you will be running Win95 from the D drive.
