U.S. Treasury Secretary Robert Rubin said on Friday "The issue now for Brazil, it seems to me, is twofold: Number one following through on (Brazilian) President Cardoso's enormous commitment...to putting in place an effective fiscal program and secondly putting in place an effective exchange rate regime."

Cardoso vowed to honor all Brazil's international obligations and comply with macroeconomic targets set under an international rescue package.

"Yesterday's downgrade reflects the heightened risks to financial recovery posed by the shift in exchange rate policy," said Lacey Gallagher, director of Standard & Poor's Sovereign Ratings group's Latin America region.

"The shift in the band undermined the credibility of exchange rate policy. As such, the probability that the Central Bank could sustain a defense of the new band was low. Therefore, the near-term flotation of the real was factored into Standard & Poor's expectations and was already incorporated in the new ratings."
