ZP, the only reference i've seen about this was on a help U build a computer, can't remember where. The fabric washers are supplied just in case the mounting holes in mobo had some wires embedden in the mobo close to the mounting holes that the screw head might touch them. The washers would protect from shorting out the system. Another was to use to level the mobo by putting one between the mobo and standoff. I can't see beneath mine so just assume the backing plate is plumb!. I put mine on top, beneath screw head. It would seem to act as a star washer keeping the screws tight.

Unless you get advise to the contrary, I would agree with JW and protect the PCB from thr point load of the screw. This is also the usual relationship in mechanical fastening.
