Perhaps HPD ordered a book that was not in stock from Amazon? They will basicially get any book you want, including out-of-print books. It could take several months to get an out-of-print book, but the system DOES seem to work, and people have told me that rare, out-of-print books have popped-up from Amazon months after they entered their request. I have had good experience with Amazon also, though I will admit that I didn't order anything from them around Christmas.
