Clark,
I was also referring to the last mile(s). It would be especially
important in isolated villages.

My Indian neighbor has told me that villages rely on "Radio controlled Telephone boxes", as their only means of Telephonic communications.

As a matter of fact, Last summer I visited a small community in Newfoundland, which relied entirely on cell phones.
