Yes, the bulk of the low risk is in transmmition, but if a plant goes down there is nothing to transmit.

He also stated at the bottom of the article;

"The spin is that whatever power outages might occur due to Y2K will be localized. In my book, that's about as unethical as things ever get."

At this point the Techs I know are not convinced that we will have power. They can over-ride some equipment but not all.
