Having lived in a developing country for many years and endured the antiquated systems and mindsets that accompany them, I think it possible the Y2K problem could reverse the considerable progress many of these countries have experienced this decade to connect globally. There could be a ten year setback which causes many countries to turn inward and think "locally" while they find the funds and expertise to reconnect with the global/galactic village once again.
