Please do not "Duh" X, she is correct.

The excerpt you quote is from the preamble to the Declaration of Independence. It states that the signers "hold these truths self-evident", in essence, that individuals have the right to (their own life), their (personal) liberty and to pursue (personal) happiness. No where does it say that it is the obligation of the government to protect life, but these self-evident rights.
