Clock tree distribution is probably the most critical layout and timing issue for highspeed devices so this is a real kludge.

Cycle stealing (delaying clocks) is an essential design technique for modern microprocessor design. Careful timing analysis is required for any design change, and there is no more risk to doing this in spares than with any other gates.
