Your'e right. Turning on DHCP disables the ability to add static IP addresses. This is an MS limitation though, you can do this on unix.
So I guess I was right in the first place and was misled by my friend :). I didn't see any technical reason why you can't do this. There is nothing illegal.

BTW: For those who don't know WINS in addition to handling TCPIP Name/Netbios Name resolution also functions as a dynamic DNS server when used with MS DNS and DHCP servers. this is a proprietary MS extension. unix currently has no dynamic DNS function for dynamic DNS.
