One difference between MSOs and ILECs, however, is that ILECs are forced to unbundle because of the grand deal struck between them and Congress. They get to go back into the interexchange business but they must unbundle for CLECs first. The FCC would have no authority from Congress to unbundle the MSOs, and I think it's unlikely they'll ever get it. I don't even know under what authority they would be able to force cageless collo.

Question for you (or the thread): can you expand further on the further unbundling of ILECs? What is there left to be unbundled? As I understand it the FCC will not require ADSL to be unbundled. Is that right? Is it technologically possible to force the unbundling of ADSL.
