The maximum eligibility numbers I quoted for WNP and NextBand are from file 17_128e.txt under "LMDS Auction Round Results". This is under

The discrepancies between the upfront payments reported in Attachment A of FCC Public Notice DA 98-230 and the maximum eligibility reported in the above file is due to reduced eligibility resulting from rounds were each bidder had insufficient activity AND did not use an activity rule waiver. I certainly did not follow the auction that closely to know under what circumstances both WNP and NextBand each lost ~$20M in bidding credits.

The point remains that the LMDS auction was a big flop because there were not enough bidding credits to sustain a real bidding war for the top markets. Transmission also makes an excellent point regarding a strong correlation between NextBand and NextLink's wired CLEC locations.
