Michael L. Rose Named President and Chief
Operating Officer of SGI International

LA JOLLA, Calif., Jan. 20 /PRNewswire/ -- SGI International (OTC Bulletin Board: SGII - news) announced today that
Michael L. Rose has been appointed President, Chief Operating Officer and a member of SGI's Board of Directors.

Mr. Rose will assume the overall operating responsibility for SGI, initially focusing on the commercialization of the Opti-Crude
Enhancement Technology (''OCET''). OCET is SGI's patented technology for crude oil and resid enhancement by electric field
processing.

Rose was formerly Senior Vice President and Chief Operating Officer of Energy Supply and Credit Corporation (ESCO). He
was President and COO of Peerless Petrochemicals, Inc. when it was acquired by ESCO in 1989. ESCO is engaged in the
business of petroleum refining. His responsibilities included crude oil purchasing from a number of Central and South American
countries, including Mexico and Venezuela, as well as African and Persian Gulf state-owned oil companies. Rose was
previously with Commonwealth Oil Refining Company as Vice President and General Manager, Joint Venture Operations.
These joint ventures owned ''world-scale'' petrochemical plants with companies such as PPG, W. R. Grace, Hercules,
Mitsubishi and Nippon Zeon. During the first ten years of his career he was employed by Merrill Lynch, Exxon Research &
Engineering Company and Curtiss Wright. Rose has a Bachelors degree in Chemistry and a Masters in Chemical Engineering.
