He can do it partly by saying something like 'growing concern that some stocks have reached valuations associated with stock market bubbles, which might spill over into overvaluation in other sectors, etc.'. He can say this in relation to Social Security and the volatility of stocks, etc., etc., because he is against this form of plan. The question and answer period usually provides these opportunities. He can also do it by signalling to market makers to cool it with margin buying on net stocks -- which he seems to have begun doing already. The market would catch a head cold, and the nets would have their heads cut off. What I mean is that lower liquidity would have an impact on everyone, but for the momentum stocks it would hit much harder.
