I think you are confusing who does what in the Government. Anything involving money, subsidies to tobacco, (who does tobacco give money to, the Republicans, not Clinton or the Demos), tax breaks or incentives for oil, anything, comes from Congress, not the President. He only implements the laws congress passes. The Administration is given leeways in some areas, but only as allowed by law. You are correct though, that in general, Clinton, and the Democrats in Congress, owe nothing to the biggest oil states, they are solidly Republican, so it is up the the Republicans to "do something." They show very little interest.
