An LOI at CKFR means that, at the time the letter was signed, both parties plan to go forward with the partnership, but that a contractually binding agreement has yet to be either articulated or put into force. An LOI is not binding.

We used LOI's as a PR tool that would allow both parties to talk about an agreement to the media in advance of a formal agreement. It's likely that both companies wanted something about the partnership on the wires, but didn't want to wait until the formal agreement is finalized to announce it, as that could take much longer.
