The only difference I can see at a quick glance is that I used a 19" screen in my "mock quote". Anyway, as you say, there's probably a difference between those likely to order a Dell, and me and the people I socialize with (who tend to be technical enough to have little trouble putting a computer together on their own). With regard to the language issue, yes I am also able to make out more or less what it says on the website - however I don't see why it shouldn't be possible for me to buy one in the US if I so desire.
