Some news on Soyuz and US/Russian accord from Space News:

Some of this may duplicate what is elsewhere on the board, but...:

1) An official from Clinton admin says "We're close. The outstanding issues are minor, but they are still outstanding." The ball is currently in the US court.

2) The satellites to be launched by Soyuz are still outside Rome.

3) The French-Russian company that markets Soyuz says that they will be able to make the first launch within 4 weeks of signing.

4) Loral's Jeanette Clonan says that the plan is for 4 Soyuz launches through April, followed by 3 Delta II launches starting in May and then over the rest of the year 2 more launches on each of the different launch vehicles.

5) To protect against failure, Globalstar has also reserved an extra Delta launch in 99 and another in 00 and an Ariane for September 99.

Comment by me - this many launches is going to be a real challenge. Although I have never worked LEO fleets, launches are very labor intensive.
