Brazil Lower House Opens Session On Social Security Vote

BRASILIA -- Brazil's lower house of Congress started deliberations late
Wednesday on a key component of the government's fiscal reform plan.

The lower house is slated to vote on a controversial measure that
increases social security taxes for civil servants and would also
require retired public workers to contribute to the bankrupt pension
system.

As of 1945 GMT, no votes had been taken, as government allies and
opposition party members presented their arguments.

Before the actual legislation can be voted, the deputies must pass a
fast-track measure to get the pension proposal on the voting agenda for
Wednesday.

Prior to that, however, the lower house will vote on a request by
opposition party members to take the fast-track proposal off Wednesday's
vote schedule.
