I don't think so. Soviet spending was mostly wasted on fake weapns (air craft carriers? Supersonic transports for the French to spook, etc.) Not a bomb was dropped or a bullet fired.


Then these weapons did their job admirably. They prevented war and still provided a victory over the opponent. I've not read "The Ancient Art of War" but I understand that Sun-Tzu said something to the effect that the best victory is the one you win without a fight.
