They would have to sell the Card in order to share in the revenues,,,,this indicates it will be sold, not a giveaway, imo.
Probably at several merchandising counters, but who knows what else they might have come up with.

The way it could be done is...the cards will be sold at the events from different vending stations. The cards are promoted by the vendors as an upsell and are described to the potential customer
(do you want fries with that?). The card at this point takes on many facets:(a) collectors card (b) discounted CDs card (c) give money to the charity card (d)win a prize card. With this many choices for only one card the % of buyers dramitically increases. The cards could be given away to the first 2,000 that enter the gates only on special nights.
You also need to remember that the cards given away would be done at the cost of a sponsor, say NIKE (or who ever endorses the team) or a local Co. wanting publicity. This card would be a different animal all together it would be embossed with the sponsors name and the prizes are dramatically better.
