If you go and read carefully the article that you provided a URL for, you will see that it says what I did.

Existing modems will run at 56K on the new network and with a new modem you will get 128K.

The only difference from what I said is I had previously seen figures that the new network would give on the order of 50% improvement in speed; not a guaranteed 56K.
