I thought originally that the Zenit insurance, which nobody wanted to take, was thrown in to another package of launches. Thus, if you wanted all that insurance premium, you had to take the Zenit. Not sure if all 3 Zenit launches had a price that was pre-set. The insurance industry is awash in capital--does wonders for pricing despite risk.

I am not certain, but I do not think replacement time is 24 months. That seems long. Even if it is 12 months, go for it. It will take that long anyway at the rate we are going. We have 34 sats scheduled to launch off of Delta and Ariane--that campaign wraps up in early 2000. Plenty of time to crank out 12 new ones.
