From what I have heard, the brokerage houses are blaming it on the TA, the TA has no problems of issuing the certs if the certs are there to be issued. I believe it is a day to day thing. One day you might be able to issue a million shares, then the next day you only have 100,000, then the next because some holder in Podunk, Texas sells 300,000 to pay off the divorce lawyer, now you have some more certs that can be issued if called in. The brokerage houses are just as guilty as the MM's on this deal. Thats why it is important to call all of the certs, and then to assure yourself of no day to day flucuations of being fully reg, then you drop the TA an order to issue a cert for 10 million shares then holy sh*t batman watch the fun....

Realist, They've only delivered a quarter of my certs so far. I call my broker every week and bug them about it. Still waiting... --Coz
