90's are a just beneficiaries of the 80's, whereas in the 80's, much of the excesses of the 70's were undone. The 90's are prosperous thanks to 80's trends, introduction of office technology to make businesses efficient (perhaps not government), exploration of alternative sources of petroleum outside of OPEC, reduction of regulation by Reagan, the boom in technology sector due in large part to defense buildup, Volcker's recession to kill inflation, the end of the Cold War, and the downsizing/rightsizing of corporations in 90's (again thanks to low priced office machines and software).

Clinton's just along for the ride after the cyclical downturn ended in 1990-1991. He's pretty much undone the post-Cold War coalitions and the deregulation.
