OVER 400 INTERNET SERVICE PROVIDERS (ISPS) JOIN
VERISIGN SECURE SITE ISP PROGRAM

Hiway Technologies, Digital Insight, and PSINet and Over 400 Other Providers to Co-Market Web Site Digital Certificates

RSA DATA SECURITY CONFERENCE '99, SAN JOSE, CALIF., JANUARY 18, 1999—VeriSign, Inc. (Nasdaq: VRSN), the world's leading provider of Internet-based trust services, today announced the expansion of its global Affiliate network with the news that Digital Insight, Hiway Technologies, PSINet and over 400 other leading Internet Service Providers (ISPs) have joined the VeriSign Secure Site ISP Program. This new program, announced in conjunction with the introduction of VeriSign's Affiliate Services (see release "VeriSign Announces Affiliate Services to Enable Global Network of Service Providers" dated January 18, 1999), enables ISPs and other Web hosting companies to offer VeriSign Secure Server IDs as an integrated part of their service offerings.
VeriSign Secure Server IDs act as electronic credentials for Web sites and are used to authenticate sites to their visitors and to enable secure, encrypted browser-to-server communications using the Secure Sockets Layer (SSL) protocol. Currently, over 100,000 Web sites—including all of the top 25 e-commerce sites and over 400 of the Fortune 500 companies—use VeriSign Secure Server IDs to enable private and secure transactions and communications with their site visitors. These sites leverage VeriSign's broadly-distributed digital certificate technology which has been embedded in the millions of Web browsers and Web servers in use across the Internet today.
"As more and more of our customers rely on the Internet as a medium for conducting business, we're committed to providing them with the full range of tools they need to conduct electronic commerce—especially security," said Leo Imperial, product manager, electronic commerce for PSINet. "Through their Secure Site ISP Program, VeriSign has made it very easy
for us to manage our customers' digital certificates by simplifying the issuing process and providing us with the necessary support at each step of the process."
"We're pleased to work with leading ISPs and Web hosting companies to deliver the most advanced online trust services available in the market today," said Richard Yanowitch, vice president of marketing for VeriSign. "The VeriSign Secure Site ISP Program enables our affiliates to leverage VeriSign's infrastructure to provide value-added services for their customers as they seek to take advantage of secure e-commerce transactions and communications."
"We recognize that VeriSign Secure Server IDs are a critical enabling technology for secure commerce and communications on the Net," said Carol Sigal, Director of Networking for Digital Insight Corporation. "Since 1995, we've leveraged VeriSign's global public key infrastructure to empower our Web business and end user customers to securely and privately take advantage of the Internet for all of their communication and transaction needs."
Laura Zung, e-commerce product manager for Hiway Technologies, said, "We applaud VeriSign's new Secure Site ISP Program, which makes it easier for our large merchant base to obtain Secure Server IDs by simplifying the digital certificate issuance process and by offering great service and support for its products."

The Secure Site ISP Program
The VeriSign Secure Site ISP Program provides ISPs and Web hosting companies with all of the capabilities to seamlessly manage the registration, billing and lifecycle of their customers' Secure Server IDs, while leveraging VeriSign's carrier-class processing services and established trusted infrastructure. This enables an ISP or Web hosting company to rapidly deploy its own fully functional, scalable and reliable digital certificate service without the time and cost of establishing and maintaining additional dedicated systems, highly-secure facilities and expert personnel. Every program member is linked to one of VeriSign's high availability data centers for certificate processing, database back-up, key recovery and customer support. Each data center is equipped with state-of-the-art physical and network security, fault tolerant computing and redundant telecommunications and power systems. The Secure Site ISP Program allows service providers to integrate value-added digital certificate services with their core offerings, allowing their customers to leverage the world's most advanced trust infrastructure through a single, familiar business relationship.

VeriSign Affiliate Services
VeriSign's Affiliate Services, including the Secure Site ISP Program, have been designed to serve the needs of major service providers with extremely high volume digital certificate issuance requirements. These include electronic commerce service providers who establish themselves as large-scale regional or multi-national Certificate Authorities (CAs); Internet Service Providers or Web hosting companies which deliver connectivity and other value added services to a range of business and consumer customers; and transaction processors, financial services companies, professional services firms, and other entities that operate Internet-based communities of interest (such as Web portals). These Affiliates typically offer digital certificate services to their customers either under their own brand, the VeriSign brand, or within a co-branded certificate hierarchy. In many cases, the certificate services are integrated with other value-added services offered by the provider. Examples include an ISP which offers Web site digital certificates in conjunction with its Web site hosting services or a large e-commerce site which offers certificates to each member of its customer base to support secure user authentication and electronic messaging.

Pricing and Availability
Membership in VeriSign's Secure Site ISP Program is free to all qualified Internet Service Providers and Web hosting companies. Internet Service Providers and Web hosting companies wishing to join the program can do so through VeriSign's Web site at www.verisign.com.

VERISIGN INTRODUCES WORLD'S FIRST SCALABLE CROSS-CERTIFICATION SERVICES TO ENABLE INTERNET TRUST NETWORKS

Gateway Services Leverage VeriSign's Global PKI Infrastructure and Expertise in Trusted Policy Management

RSA DATA SECURITY CONFERENCE '99, SAN JOSE, CALIF., JANUARY 18, 1999—VeriSign, Inc. (Nasdaq: VRSN), the world's leading provider of Internet-based trust services, today announced the introduction of VeriSign Gateway Services, enabling cross-certification of digital certificates issued by enterprises, service providers, industry groups and Internet communities of interest—either within a private certificate hierarchy or linked to the globally-interoperable VeriSign Trust Network (VTN). VeriSign's Gateway Services enable organizations to establish Certificate Authority (CA) hierarchies which follow published, auditable, and commercially viable industry standards and trust practices, backed by VeriSign's expertise as the world's largest and most experienced digital certificate services provider.

VeriSign's Gateway Services fall into three categories:

Cross-Certification into the VeriSign Trust Network—linking qualified enterprises' intranet and/or extranet CAs, or service provider CAs, into VeriSign's globally-interoperable certificate hierarchy;
Enterprise Cross-Certification—enabling enterprises, industry groups or governments to establish complex private certificate hierarchies which link multiple CAs; and
Industry Cross-Certification—linking organizations into industry-specific trust networks, such as SET for credit cards, ANX for automotive supply-chain management and the recently-announced Global Banking public key infrastructure (PKI) initiative.
"We've created an unmatched range of cross-certification services to speed the deployment of business-to-business trading communities, Internet-based supply chain management applications and electronic messaging and document delivery services," said Stratton Sclavos, president and CEO of VeriSign. "With VeriSign's Gateway Services, we can leverage our scalable technology platform, widely-deployed infrastructure and industry-leading trust practices to deliver broad certificate interoperability for a wide range of qualified organizations."

Interoperability of Internet trust services—that is, the ability to verify the identity and authority of participants in an online business transaction regardless of the platforms or products in use—forms the foundation of any secure e-commerce system. VeriSign's approach to wide-scale community-building is unique, since it addresses both the technological and policy-based implications of cross-certification. While virtually all PKI solutions now use the common X.509 certificate format—making the technical process of having one CA issue a certificate for another straightforward—wide scale cross-certifying networks cannot be built through ad hoc issuance of certificates between independent CAs, since trust does not pass transparently from one party to another. Trusted, wide-scale e-commerce can only operate successfully in a commercial environment in which common practices, security and service standards, audit provisions, and liability-sharing agreements are recognized by all participants, thus ensuring a consistent level of performance risk management. VeriSign's expertise in operating the world's largest trust network—with certificates issued to over 3.5 million individual subscribers and 100,000 Web sites, and on behalf of over 300 enterprises and 400 large-scale service providers—uniquely positions the company to deliver the services on which an unbounded cross-certifying network of CAs can be built.

VeriSign's Gateway Services are used to cross-certify individuals or organizations into private certificate hierarchies established by industry groups, governments or other Internet-based communities of interest, or into the globally-interoperable VeriSign Trust Network. The VeriSign Trust Network enables secure business-to-business and business-to-consumer communications and transactions on a global basis, leveraging VeriSign's broadly-distributed technology, which is embedded in over 100 popular applications, including the millions of browsers and servers in use across the Internet today.

VeriSign will showcase its new Gateway Services at the RSA Conference from January 18-20, 1999, with a cross-certification demonstration conducted in conjunction with Microsoft's Exchange Server. Gateway Services for both Microsoft Exchange Server and Netscape Certificate Server are currently available in beta. Gateway Services for enterprises and industry groups wishing to establish complex private certificate hierarchies are currently generally available as part of VeriSign's OnSite 4.0 solution. Gateway Services for non-VeriSign affiliates wishing to be linked to the VeriSign Trust Network will be available at the end of Q1 1999.

VERISIGN EXPANDS GLOBAL NETWORK OF TRUSTED SERVICE PROVIDERS

RSA DATA SECURITY CONFERENCE '99, SAN JOSE, CALIF., JANUARY 18, 1999—VeriSign, Inc. (Nasdaq: VRSN), the world's leading provider of Internet-based trust services, today announced the expansion of its global Affiliate network to include Roccade Megaplex in The Netherlands (also covering Belgium and Luxembourg) and Comparex Holdings in Germany (see related releases dated January 18,1999). These leading e-commerce service providers add to the strength of VeriSign's existing Affiliates covering Britain (British Telecom), France (Certplus), Japan (VeriSign Japan), South Africa (Persetel), Taiwan (HiTrust) and the U.S. (AT&T). Announced in conjunction with the launch of VeriSign's Affiliate Services (see release "VeriSign Announces Affiliate Services to Enable Global Network of Service Providers" dated January 18, 1999), the addition of Comparex and Roccade leverage VeriSign's trusted infrastructure in delivering digital certificate solutions to businesses and individuals wishing to engage in secure and private e-commerce and communications.

"International markets rely on rigorous personal identification procedures and business and government credentials to conduct trusted commerce and communications. They demand a commercial-grade, sophisticated security infrastructure to distribute and manage electronic credentials—digital certificates for the Internet," said Richard Yanowitch, vice president of marketing for VeriSign. " As partners in VeriSign's global Affiliate network, service providers throughout Europe, Asia, Africa and the Americas can now offer their customers industrial-strength trust services for e-commerce, communications and business applications 24 hours a day, seven days a week."

As businesses and individuals continue to leverage IP-based networks—including intranets, extranets, virtual private networks and the Internet—for advanced business-to-business and business-to-consumer interactions, the need to deliver a worldwide trusted infrastructure has emerged. Digital certificates provide the technological foundation of trust for electronic commerce and communications—verifying the identity, authority and privileges of individuals or entities before allowing them to access confidential information or transact new business. According to London-based research firm Datamonitor, digital certificates will be used in 40% of international corporations by 2000, up from 3% in 1998. By the year 2000, it is estimated that corporations will spend approximately $652 million on the technology, compared with $115 million today.

VeriSign Affiliates are a global network of e-commerce providers, delivering digital certificate services under a common trusted infrastructure. Affiliates provide their customers with localized services including customer service, systems integration and liability warranties in their own language, currency and legal system. Additionally, by conducting business in-country, an Affiliate's customers are assured of the highest level of reliability, scalability and authentication assurance. Affiliate customers also have the confidence that leading standards such as SSL for secure Web sites, S/MIME for secure messaging, and IPSec for virtual private networking will be delivered in accordance with the current local regulatory practices and e-commerce standards. Affiliates may provide their customers with digital certificates issued under a private trust domain or linked to the VeriSign Trust Network (VTN), the world's largest network of globally-interoperable digital certificates used by individuals and businesses to conduct secure electronic transactions and communications. The VTN establishes a common set of technology, infrastructure, and practices—key elements in establishing a common foundation of trust across communities, companies, industries and international boundaries.

Services Tailored for Global Affiliates
VeriSign's Affiliate Services are based on the company's proven and scalable WorldTrust technology architecture which, along with comprehensive operational support, trust practices and marketing services, facilitate an Affiliate's initial deployment and ongoing delivery of digital certificate solutions to its customers. To deliver digital certificate services, an Affiliate can adopt either the VeriSign Service Center or VeriSign Processing Center, allowing for a range of service delivery options based on an Affiliate's requirements.

The VeriSign Service Center provides an Affiliate with all of the front-end capabilities needed to perform subscriber enrollment and authentication, digital certificate issuance, directory hosting, customer support, billing integration and report generation from within their facilities while leveraging VeriSign's carrier-class digital certificate processing services and established public key infrastructure (PKI) backbone. This enables an Affiliate to rapidly deploy its own fully functional, scalable and reliable digital certificate service without the time and cost of establishing and maintaining dedicated systems, highly-secure facilities and expert personnel. Every Service Center implementation is linked to one of VeriSign's high availability data centers for certificate processing, database back-up, key recovery and customer support. Each data center is equipped with state-of-the-art physical and network security, fault tolerant computing and telecommunications systems, and redundant power systems. The VeriSign Service Center allows an Affiliate to integrate digital certificate services with its core business, allowing its customers, in turn, to leverage the world's most advanced trust infrastructure through a single, familiar business relationship.

The VeriSign Processing Center includes all of the functionality and benefits of the VeriSign Service Center and, in addition, enables an Affiliate to leverage its existing IT operations and infrastructure to establish its own PKI data center—including certificate transaction processing, security and operations management—to deliver the full complement of digital certificate lifecycle services "in-country." A Processing Center includes VeriSign's PKI platform, installation, training and regular updates to ensure smooth technology transfer, a common physical infrastructure, and global operational and trust practices. An Affiliate deploying a Processing Center generates and stores all of its CA roots in-country, meeting the needs of Affiliates operating within specific geopolitical requirements.

To assist in the rapid and smooth deployment of digital certificate services, VeriSign also provides each VeriSign Affiliate with an appropriate set of business readiness services. These readiness services include Service or Processing Center installation and integration services, facility and network design consulting, technical and customer support documentation and training, sales and marketing support, operating practice templates and local market customization.
