Keep in mind that these rigs were contracted by Petrobras (Brazil) many months ago...early 1998. They just haven't been built yet. There is also another drilling contractor who has yet to start construction on a semi that was contracted early 1998 -- Schahin. So there are three semis that may be work for FGI...all of which will likely be financed by MARAD loan guarantees and therefore will be built in the U.S., where it seems to me that FGI is the clear leader. big loosbrock.com
