He ensured the funding of SDI and other defense initiatives that made it clear to the Soviets that not only their farm worker Commies(slaves), but also their ground troops, scientists, spies, etc. would not be able to eat very well if they were to fund the hardware they would need to keep even. They concluded, rightly, that unfed Commies are not good Commies, and decided it would be prudent to close shop and run before the gravy train came to an abrupt halt.
