Richard please re-read my posted message to Andrew carefully. Nowhere did I say that I thought ADOT would gap up on the open. My message was entirely about the conditions that I felt must exist for this to happen. Some are possibly in place. Others seem not to be.

My outright unabashed opinion is that it probably won't gap up on this mornings open.
