I find your points entirely reasonable. However, the immediate strategic challenge was in ballistic missiles. This represented a major, not easily liquidated investment. Also, it takes time and money to build numerous dummies, and one of the research goals was to deal with that contingency, so it might, in the long run, prove to be a useless investment. The main point about technological research is the difficulty of prediction. When I was in high school in the 70s, I went to a large computer trade show in D.C. At the time, almost everyone was focused on mainframes, and few of the developments that we are now benefiting from were foreseen. Reagan new that SDI was "a dream", he just had faith that it would eventually work, and the Soviets were afraid he was right.
