Who started the payroll tax? Who's been proposing the higher taxes all along?

I'll repeat it again. The benefits are determined on a progressively lower rate of return. The people who put the least into the program for the least amount of time above the eligibility floor get the best returns. That would not indicate that the poor make out.

Now, the Democrats choose to spend the surplus on social programs. That tends not to benefit the wealthy.

You make the same zero sum mistake the Congressional Budget Office makes - Cut taxes $1 means you collect $1 less. Absolutely wrong and it's been proven wrong every time marginal rates have been cut.
