Don't know the reason. But a wild guess could be that since
ATHM has, or needs to provide, high speed network for
cable modem access, adding modem subscribers from ATT
to the network could be piece of cake, in terms of
bandwith.

You're assuming that the ball is in ATHM's court, to serve up as it sees fit. I'm not sure if they like the idea or not, from an internal perspective. Marketing and Sales probably love the idea. I'm not sure about engineering and operations, though. But they have owners, and their owners will soon have owners, and so it goes...
