Sen. Robert C. Byrd, D-W.Va., said he'll introduce a
motion to dismiss the charges, but not because he believes
President Clinton did no wrong. Rather, he is ''convinced that the
necessary two- thirds for conviction are not there.'' Lead
prosecutor Henry Hyde urged the Senate to reject the motion.

Byrd's move was particularly significant because he's viewed as
a fierce defender of the Senate's prerogatives. He had publicly
cautioned the White House not to lobby him to vote for Clinton's
acquittal.
