at one time 1µ was thought to be the limit for optical lithography.

Technology has a way of removing these barriers...

All SVG is claiming is that they'll be able to print 0.03 micron features in photoresist. Making those features into functioning transistors is someone else's problem (probably the implanter and gate dielectric people). So is deciding what material to put the resist on top of.
