AT&T is fighting to keep exclusive control of the cable pipes owned by TCI, so that it would not have to allow other ISPs to offer their services over the cable lines. The Baby Bell companies are asking federal regulators to allow them to offer DSL directly to subscribers, so it could be bundled in a package with the rest of a customer's phone services.

I think AT&T strategy to control the local phone and high speed net access is through the cable line, not DSL. There isn't much choice for the consumers since there is only one cable company servicing each home.

I also think that the RBOCs, cable companies and now satellite companies (Direct TV just announced a deal with AOL) will need the ISPs for marketing reason. This is the quickest way to acquire more than 1M customers overnight. It will be done through partnerships but not through acquisitions since the ISPs have razor thin profits and will not be too attractive to acquire and manage.
