I don't think a newborn has a mind in the sence that it cannot form thoughts that it will remember later. I don't condone infanticide though. I think those involved (and the mother is the most involved) should have a reasonable amount of time to consider whether they can handle having a child. They also need time to determine if the child will be healthy before making up their mind. To this extent 9 months is time enough, not to mention that infanticide would be too disruptive in our society.
