Paul, perhaps you meant the MAC address aka ethernet octet burned into every NIC and allows folks at the other end to ID either your NIC or your entire workstation in the case of a Sun box they always start 8:0:20... if memory servers.

If they are registered, and connected "directly or constantly" to the Internet, such as with WEB servers, the server is generally assigned a fixed IP address.

Exactly. Every computer in a fixed network environment retains a unique IP address. You don't need a Clipper II chip to identify a computer in a network.
