From what little I have read, the ID is switched "on" when a CPU is powered-up, but it can be switched OFF with a software command after powering up - but cannot be switched back on with software.

It sounds like the ID register is "hidden" but the contents are copied into a readable portion of the CPU during a power up sequence via internal logic.

The readable portion can be erased/cleared after power-up, but can't be reloaded since the "load logic" is operative only under a hardware power up sequence - and NOT under software control.
