I do not think company will announce the split based on the market. Look at CSCO , last Aug , after the stock split at $105 in Oct, then tanked to $46. If CSCO based on the condition of market to decide to split its stock or not, then there should not be a split announcement last year for CSCO , especially in Aug when the Asian Financial crisis was hot . So, Companies only based on the price of their stock to decide whether there should be a split.
