Rudedog: It is much more difficult to lay off a work force in Europe than in the US. It used to be very difficult in the UK until Thatcher weakened the power of the Trade Unions. Now it is almost a easy as in the US. In France and Italy there can still be a political rumpus. Germany is qualitatively different. After World War II Germany was able to rationalise its labour relations from scratch, in a way not possible in other European countries. Part of this rationalisation required formal contracts between employers and workers, and statutory processes for labour having a say in corporate plans especially those that would affect labour contracts.

COMPAQ recognised this early on after it announced the proposed 15,000 lay-offs and stated then that the German lay-offs and some of the other Euroepan lay-offs would take time and would not occur until 1999.
