Hitler's reluctance to attack, and his order against naval attack on U.S. ships lapsed in the summer of 1941. The attacks in autumn of 41
(Kearney, Greer, convoys, Reuben James) were all intentional and provocative. Hitler hurried to declare was on U.S. after Pearl Harbor (which he lacked foreknowledge of). A major blunder, observing his agreement with Tojo. Had Hitler not declared war on us, FDR would have been limited to fighting Japan. Isolationists would have insisted on diverting aid from Britain and USSR to attack our "real enemies." It could have turned out very differently, and no doubt would have.
