I don't believe there will be any PIII only software(not even for
the KNI). It would be a feature which can be turned off/on
based on what CPU is running. This is the case for quite
some time even before Intel put in the 87 floating point
unit. You just write something which detect this and use
it if it is available. It will be the same for KNI, 3DNow
or this CPU id thing.

For the customer, it is really no big deal. If Microsoft cannot
identify the CPU in particular, it has its own way to identify
a particular machine. Many software today is 'faking' this
feature and this CPU id would just make this easier. After
all, you are supposed to be using a copy of software on
one particular machine.
