The fourth-quarter results ''will peel away yet another layer of skepticism about this company,'' said Steven Levy, an analyst at Lehman Brothers Inc., who rates Tellabs ''strong buy.'' Phone companies are stepping up orders for Tellabs's equipment to handle volumes of data traffic spurred by the Internet. Tellabs also is seeing strong demand from long-distance providers for its new products that make it easier to control traffic on their data networks. ''Their core products are showing good growth and they're maintaining margins,'' said Nikos Theodosopoulos, an analyst at Warburg Dillon Read, who rates Tellabs ''buy.''
