MICAP, it is not as if the world has never had to ask what to do about a situation like this before. I can tell you that due to the shenanigans of LTCM and company last fall I got a margin call from my banker. The directions were very clear and simple-put in money-sell or we will sell for you. My favorite stock was being bombed every day by endless sell orders handled by Saloman Bros. Someone even put out a BS sell recommendation to cover up the action. ATY.TO has since doubled in price. And I had Gold stocks as well for just such an eventuallity, but strangely enough someone else was capping any rise in the POG and not coming forward about it.
In Rome they had twelve laws carved in stone in the stadium. The punishment was the same for any violation.
The Japanese have paid a very high price for not dealing with their insolvency problems as they arise. They did the same thing--just delay and hope the problems wil go away--or don't say anything and let someone else find out to their demise.
